Job information
The Grant Compliance Specialist Position is an 11-month position working 40 hours a week.
To start, the position is required to work in-person at the Division's headquarters in Raleigh (Nature Research Center, 121 W. Jones St.). After training, a hybrid telework agreement is possible with approval from the Grants and Outreach Program Manager.
The pay will be $25 to $30 per hour, depending on the candidate's experience.
Duties and responsibilities
The position coordinates Land and Water Conservation Fund (LWCF) post-completion compliance tasks as required by the federal Department of the Interior and the National Park Service. Responsibility for compliance and enforcement of these requirements rests with the state government for both state and local projects.
Duties include:
- Providing advisory consultation on general statute, administrative rules, state government accounting practices, and program policies to North Carolina local governments related to post-completion tasks;
- Providing LWCF grant program policy compliance and oversight to local governments, Recreation Resources Services (RRS) consultants (program representatives in the field), and other stakeholders;
- Serving as a specialist with a comprehensive knowledge of all laws, rules, guidelines, and practices associated with LWCF post-compliance tasks;
- Responding to inquiries and requests for program assistance;
- Assisting local governments with requirements for maintaining LWCF-assisted sites and facilities in public outdoor recreation use following project completion and ensuring that LWCF-assisted areas remain accessible to the general public; and
- Issuing formal determinations about parks and recreation, land management, and natural resource operations and policies to ensure that appropriate practices are employed for the LWCF grant applications, contracts, and post-completion compliance regulations.
Requirements and qualifications
Bachelor's degree in sociology, psychology, political science, business administration, public administration, education, or related field from an appropriately accredited institution and three years of experience related to the specific program assignment.
Management prefers candidates with experience in grant administration, program compliance, and project management.
Other skills and abilities required:
- Knowledge of the principles and practices of public and business administration and project management;
- Demonstrated working experience with general statutes, administrative rules and/or state government accounting practices;
- Demonstrated working knowledge of grants, budgeting and/or funds management;
- Knowledge of data/records management and reporting;
- Ability to perform basic data analysis;
- Ability to analyze and interpret policy and procedural guidelines, and to resolve problems or questions independently;
- Ability to establish effective working relationships with stakeholders;
- Possess effective communication skills orally and in writing; and
- Experience using Microsoft Office products (Word, Excel, SharePoint, Teams, Outlook).
